I don't know what happens to the extra seconds, but if you run 12/31/37 through the gcc C library conversions to a time_t val, it gets close to 0x7fffffff. Conversely, a time_t == 0 converts to 1/1/80. Trying to convert 1/1/38 yields -1. If nothing else, software using the C library localtime(), mktime() etc will have trouble if time_t doesn't get kicked out to 64 bits.
