I'd recommend Eagle, from http://www.cadsoft.de. It's available in a freeware version (limited to two layers -- top and bottom -- and 100mm x 80mm surface area) for DOS, Windows and Linux. If your board fits in those limits, it's an excellent, well-supported solution that continues to be upgraded in sync with the standard and professional versions (which cost $600 US and $1200 US respectively).
