(Sorry to drag up an old thread, but a funny thought struck...)
I have just finished a free east (EDT, specifically) timer, which I hope
will fulfill your needs.

The program has the following features:
- Contains several million timers
- Protects each timer from external threat
- Performs all calculations in Eastern Daylight Time (even during the
night!)
- Queries external sources for help when external threats are great
- Does not accept external interrupts (presumably to protect it's own
timers)
- Sends spurious interrupts to other groups of uControllers, always
assuming that they would love to deal with its problems

I hope this is what you need!  I do not know much about your problem,
but I perhaps have a few insights below:

You only send messages to random groups when you have a personal or
economic interest in the message.  Why aren't you complaining about the
albanians/serbians/south africa tribal wars/american gangs/people in
poverty etc?

Well, there certianly were other issues.  But in reality, we could
afford to lose the oil imported from Kosovo with few economic problems.
It wasn't the only reason.

Wow, that's a logical argument.  "I enjoy watching strangers be killed
because I am brown-nosing with the killer."

Like it or not, we are a (mainly) capitolist society.  If money is not
involved, we are not interested.  There is a lot of money involved in
the agreements we have with other countries.  If someone started
attacking, oh, say the UK, we would be involved very quickly, we have
agrements with the UN that concern that very thing.  What agreements do
we have with East Timor?  What agreements do we have with Indonesia?  By
entering this engagement, what agreements will we be affecting with
other countries?  Do you think that Indonesia would attack East Timor if
East Timor had a 'big brother' agreement with the US?  Is there a reason
for the US to offer it's help?  Just because it's a Good Thing (TM)?
Great, you can probably get 60% of the US voting population to agree
that we should be involved.  But guess what?  When the time comes around
for you to get donations to pay for the effort, your support will
disappear.  I never even knew there was an "East Timor" until recently.
The general population of the US don't have a personal tie there.

Of course, other countries are pushing us to become involved.  And some
countries will use their trade agreements to push or pull us one way or
another.

A random post to a list will probably return some sentiment, but mostly
