Yes, you can program the same flash chip repeatedly
with a pic programmer.  Once nice thing (at least with
the Picstart and MPLAB that I'm using) is that the
entire chip gets written each time, so you don't have
to worry about stray code laying around on the chip.

However:  I don't think Microchip makes flash parts
smaller than 18 pins, which means no direct flash
equivalent of the 12c509.
