Yes, 2.5" HDD require only +5V. The are also very rugged.  Have you
considered compact flash?  Compact flash has an IDE mode and no moving
parts.  I have adaptors with a compact flash to 44pin 2mm header
(standard 2.5" HDD layout).  You can format and copy to the compact
flash in a PCMCIA slot (with an adaptor of course) then put it in the
carPC.
