Why not just send a morse tone over a the phone line by using something
similar to the handset adaptors that deaf people use to comunicate text
with. Use DTMF tones either end for transmission and reception.

Maybe you could get a PIC to decode the morse into ASCII and sent it to
a PC.

It would certainly be cheap enough.
