Yes, I had some problems with my own PIC programmer (http://www.ise.pw.edu.pl/~wzab/picprog/picprog.html). The problems were caused by too long flat ribbon cable between programmer and printer port. I've added a simple RC-filters (see my web site) and introduced small delays into the programming software.
