Javier, CE is a subset of Win32 APIs - Visual Basic or Visual C++, and CE toolkit and the SDK are required to write programs - see Microsoft web pages (or give me a shout offlist) for more details. I don't know about expansion cards - very Jornada specific - If you design it as a PCcard instead, you can use it in most Win CE and laptop machines. As for the IR port - Raw IR mode (COM4 on a Win CE machine) is easy to design H/W for - IRDA mode (COM3) is a nightmare.
