Since noone else responded, I give you my one cent worth.  Yes you can
program Win CE, it uses a subset of the WIn32 API.  That's almost the
extent of my knowledge <g>. I do believe you'll have to buy a tool
specifically designed for Win CE. Microsoft makes an add on for both VB and
Vc++ for WinCE. Also I noticed that MobilePlanet ( www.mobileplanet.com )
sells a few development tools for WinCE. As far as, can you program the IR
port, my only suggestion is to check MS's site and see if you can find an
overview of the CE API.  You might find the answer you need. Good luck.
