My former employer mips Dataline America, Inc. may be able to help you with that http://www.mipsdla.com They are working on a no fee per transaction CC processing system. They are using it in-house but may not have offered it to the public yet. It will still require a Merchant account and setup fees. They do offer a check draft system that gets you: 1. No per transaction fee 2. No merchant account setup fee (just needs a standard business bank account) 3. No Ecommerce fee 4. No way for the customer to claim you defrauded them after 30 days Disadvantages are: 1. Need 7 to 14 days to clear the transaction (to be sure the payee actually is paying). CC systems do this instantly. 2. Buy check stock from (guess who) mips at about 3 cents a check 3. Depending on your bank, you may need a MICR Toner cartridge for your laser printer or a new ($300) LED MICR printer from (guess who) mips. 4. Customer has to be willing to copy info off a check onto a web page rather than enter CC number.
