IF line of sight, free air light may be viable. Laser pointer +ACI-should+ACI- be usable at many 100's of meters. Even a LED can do 1km plus with modest optics and lots of pain. Best results I have seen claim several miles AFAIR. You can now buy spread spectrum modules for NZ use (price unknown) that have very respectable range (10's of Kms) and AFAIR 900 MHz operation.
