BT charges from the point that the called party lifts their receiver until
the call is terminated.  This is either when
a) The calling party hangs up
b) The called party hangs up, and stays on hook for a period (30s?)
c) (not sure of the details here) The exchange hangs up a quiet line- after
a _long_ time, with audible warning etc etc.
