Our fire engines used to have such a control around the inner city area- no longer used. In my university days they were building a motorway from about where I lived to the city about 4 miles away. I got to ride into university through the earth-works by this route daily - lots of fun. This crossed one major road and they provided a fast green for the earthmovers - as soon as an earthmover approached the traffic lights stopped the traffic asap and let the earth-mover through.
