here in los angeles, there is a community whose traffic engineer
reset (under city council approval) just one light to seven seconds
green, and has created one-hour backups on the stub end of a local
interstate highway.  if i ever meet him, i will kill him.  but before
that, i would like to know how to elegantly and quickly and
undetectably destroy one intersection control box.
