The design sounds clever, but one of the things that are frequently done around here is to connect a sounder across the "Walk" signal so that pedestrians who are blind can hear a positive signal that tells them when to walk. It is true that one can listen to the traffic, but that gets complicated with left-turn arrows and periods of time when there may not be a car in the intersection to listen to. One would hope that the designers of the LED heads would build the sounders in to the system or at least put a terminal on the controller board that changes state when the Walk signal is active. I also bet that the eye only has red and green LED's in it and that amber is made by pulsing red and green very fast. Sounds like a perfect PIC application.
