How about a gameboy? There's a free C compiler with good libraries and almost free simulator. You ought to be able to pick one up for $20 on eBay. Of course, you probably don't need to use a 16F84, but if the project requires it(OK, use it for triggering) you can fit it in. Or get a color gameboy(only $69 new) and make a "digital phosphor oscilloscope". Better call it something else or Tektronix might come after you.
