I'm not having a problem with that at all.  To repair netscape, copy all
messages that are good into another folder, leaving only the bad message(s).
Netscape communicator follows a directory structure for storing mail, so if you
have:

Local Mail
  Inbox
  ...
  Electronics
    PicList
    ...
  ...

Then the piclist folder would be the files

C:\Program Files\Netscape\Users\USERNAME\Mail\Electronics.sbd\PicList
C:\Program Files\Netscape\Users\USERNAME\Mail\Electronics.sbd\PicList.snm

Close netscape, and delete those two files.  Open netscape again, and the folder
should not be there.

Of course, if you are using a different version of netscape, then all bets are
off... ;-)
