I had the impressions, hopefully not mistaken, that the outgoing stuff to the stations was canned. This means that you could pre-compute the MP3. If not then you're right and this becomes a challenge. If you need to do PA stuff in real time, maybe you could sample that at 64/128 kbits without encoding, pass it in the same channel space as the compressed stuff, and play it back without having to convert. How about another copy of the specifications of the problem so that we can properly evaluate these options?
