I've been trying to use the Epson C-002x parts (Digikey SE3202) at 20 PPM.
Do you have part numbers for the little cans that work, and don't?

Unfortunately, your little diagram didn't come across clearly--different
tab stops maybe?
Please verify that you are using a 33K resistor in series with osc0, and
that the 47pF cap is off of osc1.
