I have had the same problem getting MPLAB to talk with a PRO MATE. The DOS PROMATE program works great, so it appears all the hardware is ok. Unfortunately, it appears Microchip is not updating the device files for the DOS version, so I'm having trouble programming newer chips. I've messed with MPLAB for hours trying to get it to talk with PRO MATE. It DOES handle short downloads ok, but anything large and it gives up mid-download.
