I think CCS offers a compiler in that price range.  The last time I looked
was when I bought the CCS compiler several months ago, but I think the PCW
compiler offers a windows IDE and more optimization. Then again, if it's
based on the same core, and I'm sure it is, then you may just get highly
optimized bugs <g>.
