If you would care to be more specific about your requirements I could make some suggestions. I assume (gosh I hate that word) that accuracy is an issue? If not, then why not consider TTL or some such. Would you get what you want by clocking the PIC16F84 at 250kHz? (RC timing) or even slower? Maybe more questions than help... but if you can specify how accurate the 10 mins needs to be, the 24 hours needs to be.. then it may make a few wheels turn over.
