I know the algorithms are different,but a PC can accurately time such a delay. My MELabs EPIC Programmer programs 16x7x's just fine and contains no intelligence(only one IC, a 74xx series IC used as a buffer,I think it's a 7407). It runs just fine under a Win95 DOS box and they have also released a windows version of the software.
