Mine certainly did.  And if you read
http://www.microchip.com/0/Tools/picmicro/program/picstart/index.htm,
you'll see:

  "Complete with RS-232 cable and 9 volt power supply"

  So if yours doesn't, or your friends' didn't, COMPLAIN!  <G>
