I've constructed the PIC programmer as described on the following web

Unfortunately, there is not a lot of documentation on the page or with
the software (I'm not even sure exactly what software to use with it.)
I'm trying to program a 16C71 for a class project and any input would be
most appreciated.  You would think with the thousands of dollars they
spend in this lab, they'd buy us a PIC programmer...  :]
