"Indiglo" is just a trademark for one brand of low-voltage electroluminescent
material.  Check with the standard EL vendors, and you're likely to find
something suitable.

I worked on firmware for a product that used a low-voltage EL backlight;
I don't know what vendor supplied the EL, but we used a chip from Elantec
to generate the required 40 VAC from our ~3V DC supply.
