What they're telling you is that there are two sections of the chip, one is CMOS logic, and the other is TTL. The cmos section wants to be powered from the same logic supply used by the thing that drives it. This makes it's logic thresholds correct. The other part is something you'll have to answer, but I'll say it wants VCC to connect to whatever this chip will be driving, so that it's outputs are properly scaled. Multi-supply chips, and level translation chips, are a little more interesting, that's all.
