Both, develop on the JW(UV erasable). You only get one chance with the
OTP parts.

The JW part has clock fuses to set(LP,XT,RC,HS) while the OTP parts must
be with the type clock you want. Also the JW parts will run up to 20Mhz.
The OTP come in 4&20Mhz version.

Both will do the 16C5x parts. + only works with MPLAB or WinPSP. 16B
only works under DOS unless you get Newfound's Phoenix firmware.
