  Essentially you want a macro editor in which you can write a macro
containing all the keystrokes to chop up the Hex file, line by line,
into the desired form, inserting the ",0x" etc.

  Once you've written the macro, having the file in question open, you
just tap the macro function key repeatedly (or hold it down and auto-
repeat, but this can be dangerous!) and watch as the lines are magically
converted.

  Wordstar was mentioned.  I don't know Wordstar.
