I forgot to mention, I do have .1 uF caps across my +5V & GND inputs to the
board, and across the PIC.

John,
I had similar problems when I first started using PICs. Try
putting a .1 or .01 uF cap by the PIC. Put it at the PICs +5vDC
to the PICs ground. Solved my problem! Hope this helps.
