In addition to the one which Alan just started, I found a site which fits
many of the criteria put forth in this discussion:

It has gotten 116k hits since Jan 98, but it doesn't seem to be updated
very often (the things which are currently listed as "new" were added at
least 2 months ago) and some of the projects listed do not have english
translations (although most do, or are natively in english).
