I don't think that it is quite that simple. If you take a look at my recent message about a project distribution site, you'll see that (a) I changed the subject line, (b) I included several paragraphs of new text *above* an excerpt of Jan's previous message, which was properly offset with ">" characters and (c) there was new text below that (my .sig lines).
