It is rated for 4MHz (that is what the -04 is about) but often you will be
able
to use it at 10MHz, especially at room temperature and with a clean 5V
supply. I do that all the time. But no guarantees!

I thinks so (but the ones I wrote are presently in Dutch only)
Download print an read the microchip documentation, that
is the only real "source of wisdom".

There are very small diferences between the 16c84 and 16f84 but
when you start to notice them you will already be a seasoned PIC user.
