Depending on whether you wish to implement the whole IrDA protocol and such
like, for the physical layer side of things you may consider the Maxim MAX3130
which interfaces to a UART to allow for asynchronous communications as if it
were RS232, to top that it will also generate RS232 level signals from either 3
or 5V.
