I ended up downloading Microchips simulator and assembler from their webpage, and I purchased a programmer from MicroEngineering Labs. The service was really freindly and they got my programmer sent out the same day. I got a bare board for 35 dollars, and spent another 10 or so on the chips. I also got a ZIF socket from DigiKey for 8. I think their webpage is www.melabs.com or something.
