In the cheap programmers like the one that I use, the serial mode that Rudy is talking about is used. But there is also a parallel programming protocol so it can be written by the kind of hardware that writes EPROM chips. But you will need a personality board specifically for the PICs, and because the cheap programmers are so successful many EPROM programmers that I have seen do not have good PIC support.
