You could connect the two via a serial port link, or a parallel port link, among other methods - How do *you* want to connect the two? Easiest may be to start by telling us what OS you're running on the PC, and what application you want to have respond on the PC, as that'll help us get to specifics. You could certainly, for example, make an ISA card that put the 16F84 inside the PC completely, if you were able to write your own device drivers (if needed); If you just want to be able to see from a terminal session on the PC, that something has changed, serial interface may be the easiest to use.
