Bit of a problem with that- the thing that wakens up the transmitter from
sleep is a change on one of the PORTB pins... and it's that pin I need the
pullup on.

How much current do the PORTB internal pullups typically draw?  The data
sheet has a figure for input at 0V, how much will the current be if the
input is floating?
