On page 72 of 30430b.pdf, it says Voltage on MCLR with respect to VSS (2) .......................... -0.3 to +14V Voltage on any pin with respect to VSS (except VDD and MCLR) ..... -0.6V to (VDD + 0.6V) I don't know whether this is an oversight, or intentional.
