If he's in the US there is an outfit that advertises in Nuts & Volts regularly that sells a little legal transmitter for <$100 I believe, can't remember the name off the top of my head though. By the time he does it and gets it right he should have bought one. I've seen it in operation (a friend has one) and it's pretty good. Has about 1000 foot range.
