Yes, it has been discussed ... but have you checked that at 10Mhz it still runs at both extremes of rated supply voltage and temperature, or are you basing your observations on 5V 21C? And does the operating current stay within the data sheet limits? It is standard procedure in chip manufacturing to label batches of identically produced parts according to how the batches pass the final tests.
