The fact that you mentioned there are two factors suggests that you already know these are probably 10 and 11. The basic PLL divides by N. A technique called fractional-N synthesis allows a PLL to lock to frequencies that are a fraction of N (e.g. 1 tenth) by alternating between two divisors M and N. I don't fully understand it. Then again, basic PLLs are good enough for most TV tuners I've seen. Check out Philips' all-singing-all-dancing tuners.
