One thing you know for sure is that the input to the regulator is going to
drop before its output.  I would couple the input of the regulator to a PIC
pin, either with a voltage devider, NPN transistor level convertor, or optical
coupler.  This way, with large value caps on the output of the regulator, you
would have time to save your data.
