I've been running 3.99 since it first came available (big jump for me; I was previously running 3.12) and PSP Firmware 1.50 is a binary file that is included in the self-expanding .exe file. I installed 1.50 from 3.12 by "importing" the binary file and then downloading it directly to a 17C44. When you do this, the configuration fuses will be set up from the binary file; don't play with these! If you do, you'll probably find that the PSP won't work. With the 17C44 programmed, unplug the PSP and replace the socketed 17C44 that's in there. After I did this, I loaded in 3.99 (executed setup.exe), deleted and everything has run fine.
