The data is actually a program written in some sort of byte code.  There's
no customer documentation available.

The inverse assembler development software from HP used to support the
163x.  They still sell it, but I think the oldest analyzers it supports
now are the 165x and 165xx, and they'll probably phase out support for
those soon.

I don't have the software, but I have the manual and there is still a
mention of the 163x in one place.

Maybe you can find the old version somewhere?  If so, please let me know.
