The PC UARTs (8250, 16450, 16550, etc.) use the actual divisor value, for
example loading 12 (0x000C) causes it to divide by 12, producing 9600
baud.  Loading the 16-bit divisor register with zero causes it to divide
by 65536, leading to the slowest possible baud rate of about 1.75 baud.
Maybe the new PC ports generate 230 Kbaud when loaded with zero, but
that's just a guess.
