The PC UARTs (8250, 16450, 16550, etc.) use the actual divisor value, for example loading 12 (0x000C) causes it to divide by 12, producing 9600 baud. Loading the 16-bit divisor register with zero causes it to divide by 65536, leading to the slowest possible baud rate of about 1.75 baud.
