Jason, The answer to you questions is yes. I havew been sucessfully using MPLAB 3.XX with the CCS (http://www.ccsinfo.com) compiler integrated into it along with an ICEPIC II incircuit emulator. This makes for a pretty powerful development system for not a lot of money.
