Hi Jason, A hardware solution I have encountered is the ICS2008A from Integrated Circuit Systems Inc. This does LTC TX/RX, VITC TX/RX, timecode burn-in to picture, MIDI UART and more. Sadly it's about UKP27 in singles. Sorry I don't have any Internet addresses, my (old) data book gives a US phone number: 215 630 5300 If you want a software solution which will reliably track the full LTC speed range then I think you have a major job on your hands, and in view of the short bit times at full speed I have my doubts it can be done without hardware assistance.
