At least half of the scopes I seen over the past 30 years either had the ground
pin
cut off the power cord or a 2-prong adapter to float the scope.  It looks like
Tektronix found a way to automate the process on my TDS220.

The worst shock hazards don't come from equipment failures, but failures between
the ears.
