I recently saw an article where they showed how water may be mixed with petrol or diesel with supersonic mixers. Apparently the 17% or so water makes the engine super efficient because it runs at a lower temp, and the steam effect of the water gives it a boost. Diesel engines also run quieter. I'd be a bit worried with all that steam in my car's engine though...
